Property Upkeep

Lots should be maintained in a neat and orderly manner. Residents are expected to care for their property in a way that supports the overall appearance of the community and avoids conditions that create a nuisance or unreasonable disturbance to neighboring homes.

Exterior Storage and Temporary Items

Junk, abandoned vehicles, house trailers, boats, and similar exterior storage are not permitted. Outdoor clotheslines are also not permitted. Storage within an enclosed garage is generally acceptable.

Pets and Animals

Dogs, cats, and common household pets are permitted. Commercial animal activity is not permitted including breeding, pet daycare, training, or similar activities.

Vehicles and Parking

Campers, buses, RVs, trailers, boats, and other recreational vehicles may not be parked on a lot where they are visible from the front or side of the property. Parking on neighborhood roads and streets is also restricted.

As a general practice, brief visitor parking has been permitted when vehicles are routinely moved and do not create an ongoing street parking condition. Routine vehicle repair, maintenance, and washing in the street is not permitted. Permanent street parking and disabled vehicles are not permitted.

Shrubbery, Screening, and Visibility

Landscaping should be maintained in a neat manner. In certain visible areas, shrubbery may be used where allowed by the governing documents. Plantings and other exterior features should be kept in a way that supports the appearance of the community.

Signs

When a property is offered for sale, one professional sign that does not exceed five square feet may be displayed. During construction, one builder sign is also permitted.

Easements and Lot Restrictions

Structures may not be built within utility or drainage easements. Also, lots may not be subdivided, combined, or otherwise altered in a way that conflicts with the recorded plat or governing documents. Buildings from another location may not be moved onto a lot.

HOA Authority

The HOA may enforce only those matters addressed by the governing documents. The Association does not act in place of the City, County, or State, and it does not resolve private disputes between neighbors unless a specific covenant issue is also involved.

Frequently Asked Questions
How do I report a possible covenant concern?

If you believe a property condition or activity may conflict with the Association’s governing documents, please contact Community Management with the property address, a brief description of the concern, and any helpful photos or supporting details.

The Association may review and address concerns that are supported by the governing documents. Not every neighborhood concern falls within HOA authority, so each matter must be evaluated based on the recorded covenants and related Association standards.

What if my concern involves a private dispute or municipal code issue?

The HOA does not serve as a mediator for private disputes between neighbors unless a specific covenant issue is involved. The Association does not enforce municipal codes, criminal laws, or other governmental regulations. Concerns involving those matters should be directed to the appropriate public authority.

How do I share feedback or raise a concern with the Association?

Homeowner feedback is always welcome. Questions, concerns, and suggestions regarding Association operations may be directed to Community Management for review and coordination with the Board as appropriate.

Community participation is important, and owners who are interested in serving on the Board or becoming more involved in the community are encouraged to reach out.

What is handled by the Management Agent and what is handled by the Board?

The Management Agent which is currently AtoZ Management  assists with homeowner communication, coordination, records, and the day to day administration of Association matters. The Board remains responsible for decisions made under the governing documents including enforcement, budgeting, assessments, and other official Association actions.

Board authority is exercised collectively. Individual board members do not act unilaterally on matters that require Board action.

What are restrictive covenants?

Restrictive covenants are the recorded rules and standards that apply to properties within Heathrow Hills. They establish certain use restrictions and maintenance obligations and provide the framework for how the Association carries out enforcement and other responsibilities.

How can the restrictive covenants be changed?

The Board does not amend the covenants on its own. Amendments require member approval in accordance with the governing documents. Fifty-one percent approval threshold would require 29 affirmative votes in order to change the covenants.

What is the entrance security camera?

The entrance includes a bidirectional license plate reader camera supported by Flock Safety that captures vehicle images entering and leaving the neighborhood.
